​Geneasa L. Elias currently is the Special Projects Coordinator for the City of East Point in the Office of the City Manager.   She serves as the City’s liaison for Capital Projects between consultant teams, private developers and respective City Departments.  Additionally, she has oversight of the East Point Clean City Initiative: 50 Worst Properties Program which is a Council supported housing initiative that is focused on the removal of blighted unsafe residential structures, thereby improving the quality of life in existing neighborhoods.  During her first ten (10) years with the City, Geneasa served as Assistant Director and later, Director of the Department of Planning & Community Development managing the Planning, Permitting, Inspections and Business License Divisions.  Under her leadership, the Department facilitated the planning and development of several commercial retail and office, industrial, institutional and residential construction projects valued at over $396-million.  Prior to joining the City of East Point, Geneasa worked for joint venture construction management teams at the Hemphill Water Treatment Plant and Hartsfield-Jackson Atlanta International Airport and as a land use planner and program manager at Fulton County Department of Environment & Community Development and The Collaborative Firm, LLC, respectively.

​Geneasa is a native of Atlanta, Georgia and a product of the Atlanta Public School System and University System of Georgia receiving a Bachelor of Science in Construction from the former Southern Polytechnic State University and Master of Science in Urban Studies-Planning & Economic Development from Georgia State University.  She is a member of the American Institute of Certified Planners, Delta Sigma Theta Sorority, Incorporated – Marietta Roswell Alumnae Chapter and West Hunter Street Baptist Church located in the Historic West End District.
