Mrs. Felicia Franklin Warner was elected to the Clayton County Board of Commissioners as Commissioner of District 3, where her tenure started January of this year, 2017. She received credentials as a Certified Commissioner in October 2017. She hit the road expediently, addressing youth violence with her StandUp Clayton Initiative, which brought together local government and schools officials, business owners, and community constituents, to address the needs of the students by involving the youth in positive challenges so that their voices could be heard, The Clayton Excels community meetings, HOA Collaborative, The Community on the Rise Builders Initiative, to improve the quality of homes built in Clayton County, The First Arts, Music, & Food Festival as part of the Atlanta “40” Days of Jazz,  and the S.T.E.A.M (Science, Technology, Engineering, Arts, & Math) Career and Back to School Fair., to name a few.
 
Mrs. Felicia Franklin Warner started her career in Atlanta in the late 90's as an Internal Auditor, and was later recruited to join one of the world's largest communications companies, Bell South Mobility as a Business-to-Business Account Manager. With her background in arts education, Felicia later became an educator and taught in Clayton County School system for many years.
 
Mrs. Felicia Franklin Warner’s commitment to public service flourished as she worked to propel her community forward. She is dedicated to the Arts for Youth and coordinated with Arts Clayton and Clayton County Parks and Recreation in the research of grant opportunities to provide summer youth resources and activities. She was President of the Parent Teacher Association at MD Roberts Middle school, community representative for the House of Dawn homeless shelter for teen mothers, an advocate for ESPLOST approval which equips Clayton County students with advance technological needs, a member of Clayton County Lake Spivey Rotary Club, member of The Women Of Clayton, and a founding member of The National Council of Negro Women, Henry-Clayton Counties, among others. She serves on the Legislative Advisory Committee for Clayton County Public Schools. In addition, she was the recipient of the Presidential Lifetime Achievement Award in her first year as an elected official.

A Business owner in her own right, as a certified Health Care Insurance Representative, Mrs. Warner was appointed to the Southern Region Hospital Board of Directors, wherein as she facilitated with other fellow members, the best healthcare options for Clayton County residents, advocating for improved medical services.  
 
As a twenty plus year resident of Clayton County, Mrs. Felicia Franklin Warner believes wholeheartedly in the power of Clayton County and its hardworking and dedicated citizens, stating “ I believe in the value of service above self, and that we as its’ residents have the power to make a difference”
