Tony Carnell is a Professional Engineer and a proud native of Henry County, Georgia. He has held roles of increasing responsibility throughout his 30-year career with Henry County Water Authority (HCWA). He also serves on various boards and committees with the Georgia Association of Water Professionals (GAWP), American Water Works Association (AWWA), Water Environment Federation (WEF) as well as The Water Tower Institute Board of Directors.



As General Manager, he’s responsible for the strategic, financial, and general oversight of operations and the management team. He works closely with the Board of Directors to ensure HCWA’s commitment of providing the highest quality water, exceeding regulatory requirements as well as providing excellent customer service.

HCWA is an award-winning water & wastewater system recognized as an industry and community leader in advanced metering technology, leak detection, education and outreach programs.
